Michael E. Noyes Ph.D. is a visionary leader, trainer, and scholar with over 30 years of criminal justice expertise in the administration of public and private agencies providing for direct services to at-risk families, delinquent and dependent youth, and to adults within a community corrections environment. He has a Bachelor of Arts degree from Allegheny College, a Master of Arts degree, and a Doctoral degree in Criminology from Indiana University of Pennsylvania.

Dr. Noyes is a former chief juvenile probation officer for both Venango County (PA) and Butler County (PA); a former director of Community Corrections for Butler County (PA) and a former director of the Dallas County (TX) Community Supervision and Corrections Department (Adult Probation). He is the immediate past Chief Program Officer for the National Council of Juvenile and Family Court Judges (NCJFCJ) in Reno, NV. Currently he is a Senior Lecturer in the Department of Criminal Justice and Sociology at the University of North Texas at Dallas where he serves as internship coordinator and teaches both graduate and undergraduate courses.
